oci sdk가 무거운거 같아서 그냥 http 요청 보내는 식으로 빼보려고 했는데 뭐가 나은가 모르겠네요 |

인프라를 오라클 클라우드로 이전함에 따라 spring-waffle 패키지 배포 자체를 github packages로 전환하고, oci에서 secret manager와 같은 역할을 하는 vault 지원을 추가했습니다
