Make auction page visible to all users and default landing page

Summary

• Show the Auction link in the sidebar for all users (previously admin+sudo only)
• Change the default landing page from /market to /auction
• Remove the redirect that kicked non-admin users from the auction page
• Keep the Create Auction form gated behind admin+sudo

Test plan

• Verify non-admin users see the Auction link in the sidebar
• Verify navigating to / redirects to /auction
• Verify non-admin users can browse auctions but cannot create them
• Verify admins with sudo can still create auctions
