Version 0.2.6 of
sync_tooling_msgs, as released to Rosdistro, has a bug where the Protobuf build dependency is not exported, resulting in downstream packages (e.g. Nebula) to fail the build.While the fixed version
0.2.7is currently in the process of being released (ros/rosdistro#50313, ros/rosdistro#50314, ros/rosdistro#50315), this rollback restores buildability of Nebula in the meantime.
