_id: the committee ID in the format AKC000001 where AK is the uppercase jurisdiction ID
_all_ids: all IDs of merged documents plus this document's _id
_type: always committee

- state: the jurisdiction ID, e.g. ak
- chamber: lower, upper or joint
- committee: the name of the committee
- subcommittee: the name of the subcommittee
