Further Updating The Onboarding Process and the Finnish Addresses example

Adding to the work done in #158:

• Added addresses of buildings in Helsinki to /examples/finnish_addresses/091.csv
• Added a seed.sql that creates the tables, loads the data in and transforms it in single go
• Modified docker-compose.yml and docker-compose-hot-reload.yml to properly seed the data with seed.sql
• Added a healthcheck to the db service so that hakunapi service can properly depend on it

This also fixes #157
