Replacement of the data in hakunapi.org/features

Currently hakunapi.org/features demo (INSPIRE Simple Addresses from Finland) use data from DVV labeled 13.02.2023. That dataset is not anymore updated and maintained.

I propose to change the sample data to be Finnish Administrative units in different scales.

In Hakunapi repository currently https://github.com/nlsfi/hakunapi/tree/main/examples/finnish_addresses contains that addresses data from DVV that is currently not available anymore. The plan was to replace this with small subset of address dataset. And this is already almost implemented in Pull request #162 that changes this sample to contain only "addresses of buildings in Helsinki to /examples/finnish_addresses/091.csv".

Let's proceed with #162 as it's planned, and is fixing the issue #157.

This issue #167 by @reinij is a separate sample and a separate issue - maybe it would be placed on examples/finnish_admin_units etc folder on the repository (not over examples/finnish_addresses).

After that replacing the service on hakunapi.org/features (that currently hosts finnish addresses sample service) is another issue that is internal to NLS of Finland cloud team to implement, not related to samples available on the Hakunapi github repository.

Product discription (https://www.maanmittauslaitos.fi/en/maps-and-spatial-data/datasets-and-interfaces/product-descriptions/division-administrative-areas-vector) does not mention anything about wellbeing services counties (hyvinvointialueet), but they do exists in the geopackages at least.

Administrative units datasets are updated mostly once every year. For example January 2025 changes was reported on https://www.maanmittauslaitos.fi/palvelutiedotteet/vuoden-2025-hallinnolliset-rajat-paivitetty-aineistoihin

On January 2026 admin unit datasets are going to be also updated. Changes maybe coming also because of this https://www.ely-keskus.fi/web/ely-en.

For some strange reason in the 1:250k GeoPackage Hyvinvointialue table has additional whitespace in natcode column name:
