Some comments on our PR to react-js-pagination reminded me that I'd been meaning to remove it from the app, since it's only used in one spot anymore, and that spot should really be a react-table UI at this point anyway. That spot is the signup moderation queue. So, this converts that page to react-table and removes the dependency. I also fixed a sorting bug I found while in there.
