Update cibuildwheel dependency

cibuildwheel >= 3 requires Python 3.11+ to run, but must also be upgraded beyond this bound for Python 3.14 support. For the build wheels action this isn't a big deal, running under Python 3.11 is a trivial change; however, bdistPy310* breaks if you change the cibuildwheel version. This updates the action to version 3.3.1, but allows bdistPy310* to run under 2.23.3.
