(feat) Cluster installation progress card

This PR adds more context to the cluster installation process for the user. For now, it only covers the initial deployment of a cluster, not upgrades or deletions. This includes:

• Adding a deployment ongoing card on the cluster overview page, highlighting the current step
• Adding a floating deployment ongoing card that appears across the layout on all pages except cluster pages
• Showing browser notifications and playing a sound when a cluster installation finishes or fails. User opt-in is collected through a “cluster notification permission” modal displayed when they create and install their first cluster
• Fetching cluster logs wherever a deployment card is displayed, then matching log entries to installation steps to compute progress
• Two helpers were created for that: use-cluster-install-notifications to handle the creation and sending of browser notifications, and use-deployment-progress.ts that is tracking cluster creation progress and sending status update to the floating card, notification and deployment ongoing card

Display and notification rules

• The deployment ongoing card is visible to all users who visit the cluster overview page of a newly created cluster. It remains visible for up to 10 seconds after installation completes, whether successful or not. After completion, the user is redirected to the project overview (success) or the cluster logs (failure).
• The floating deployment ongoing card is only visible to the user who triggered the cluster creation, and it can show multiple cluster creations in parallel.
• Notifications are sent when the cluster finishes installing or when installation fails (detected through any CreateError log). The completion sound plays only when the cluster is fully installed and running.

Possible improvements

• We currently fetch and parse cluster logs across the console to compute progress, which is not ideal. A future improvement would be to expose structured status updates from the backend so we no longer rely on log parsing. This would simplify the implementation and improve performance.
• For now, this approach is acceptable because it targets first-time cluster creations where users typically have very few clusters. It is sufficient to validate the feature and measure its impact on the experience.
