Removed the toggleCandidate function from static/app.js as it is no longer used. The frontend now relies on v-model for checkbox state management, rendering this manual toggle logic obsolete. This cleanup simplifies the component logic and removes dead code.

The `toggleCandidate` function was superseded by `v-model` binding in the Vue template and was no longer used. This commit removes the unused function and its associated comments to clean up the codebase.
