License of PhyloNet not in repository #15

Just asking for help figuring out the license type of PhyloNet, the Luay Nakhleh Lab Group "PhyloNet Overview" website states that:
"PhyloNet is released under the GNU General Public License. For the full license, see the file GPL.txt included with this distribution".
However this file is not available in that website or in the repository. I found a similar file in the GNU General Public License official website: https://www.gnu.org/licenses/gpl-3.0.txt. Is this the file referenced in the lab's website or where I can find the license file or description?
This is related to a PR that will create a Docker image for PhyloNet add phylonet #613 . Thanks in advance for your help.
