This PR makes the following major changes in order to use the main hipo repo as a dependency instead of my own personal fork.

  • Updated the hipo submodule to the actual hipo repo
  • Updated the build backend for the project to meson-python
  • Implemented some bank class methods for manipulating arrays of values as module level functions in the source code
  • Implemented CI workflows for python builds and building and publishing source wheels to pypi via cibuildwheel and poetry
