This way RubyRepo is only responsible for sticking things together and the RubyDependencies object deals with breaking ties between different sources etc

The build was broken because we had a repo without a Ruby version in the Gemfile.lock — support getting that information from
.ruby-version.Fix that.
Update the list of services and make #46 redundant. As part of this introduce an "other" tag for repos which don't contain C# or Ruby code.
