Update the version of bandit and referesh the lock file

• There is a new minor release available for bandit. We should upgrade to it.
• The poetry.lock file should be refreshed. This will help upgrade the urllib3 package which is a sub-dependency of the safety package. We have two security alerts associated with urllib3 and they can be fixed by the newly generated poetry.lock file. The associated dependabot alerts are: https://github.com/zbw/stwfsapy/security/dependabot/32 and https://github.com/zbw/stwfsapy/security/dependabot/31

• Bump the version of bandit inside the pyproject.toml file.
