Update pre-commit hooks and linting rules

• Newer versions of Black, pre-commit and Ruff are available. We should update the versions of these packages.
• Additional linting rules should be inserted for Ruff.
• Ruff pre-commit hook should be added to assist the development workflow.

Changes introduced: # list changes to the code repo made in this pull request

• The new linting rules have been added inside the pyproject.toml file. Furthermore, the versions of Ruff, Black and pre-commit have been bumped.
• A new poetry.lock file has been generated.
• Ruff has been added inside the .pre-commit-config.yaml file.
• The scripts have been modified to satisfy the newly added linting rules. Most of the changes are associated with the ordering of the modules imported (Isort based rules).
