When a question is marked as topic, it's promoted before the question list and "no answers" message is hidden.

This adds the ability to mark questions as topics.
Once a question is marked as topic, it's promoted in a second question list on top of the regular one.
Topics are sorted on home by name. The "no responses" message is also replaced with "0 responses" to avoid user's confusion.
