This introduces Tilt.dev as well as documentation on how to use it in CONTRIBUTING.md. This advances the task to start bot in Tilt, but not fully solves it: * ATM the bot cannot connect to postgres * schema freeze does not work because it's based on vanilla postgres, and we need something like `ankane/pgvector:v0.5.1` to run, which current tooling does not support. This is to be addressed in the following PRs. It's fine to do that because ATM noone uses tilt setup. This also generates example config and puts it near the binary.

The motivation for this change is to further add
