Adds a fuzz harness for
set_limitin RateLimitState. This function calls several others in the file so it's a decent choice for an initial fuzzing target.This code also takes advantage of honggfuzz's automatic use of a
fuzzingconfig flag. These directives are added in order to avoid noisy crashes during fuzzing that aren't representative of the state of the program (like trying crazy timestamps).Note: this PR contains some commits from solana: Add fuzzing and overflow checks for TrimmedAmount #269. I will rebase after that PR is merged, fix the issues, and then take this out of draft mode
