Adds prometheus telemetry endpoint with the following metrics:

  • Network usage
  • Network cap
  • Connection counter, status, lifetime and outcomes
  • Contact status, with heartbeat monitor
  • Sharetoken store status

Awaiting revision.
Still requires to write a changelog.
