Upgrade husky to v9.1.7

Upgrades husky from v8.0.3 to v9.1.7 and removes it from Dependabot's ignore list.

Changes

• package.json: Updated husky to ^9.1.7 and changed prepare script from husky install to husky
• .husky/pre-commit: Removed v8-style boilerplate (shebang and husky.sh sourcing) - v9 hooks are simpler
• .husky/.gitignore: Deleted - v9 auto-manages the _ directory
• .github/dependabot.yml: Removed husky from ignore list
• Adds eslint check to pre-commit

Migration Notes

Husky v9 simplifies hook management:

• Hooks no longer require #!/usr/bin/env sh and . "$(dirname "$0")/_/husky.sh"
• The prepare script is now just husky instead of husky install
• Git hooks path automatically configured to .husky/_

How to test

• Run branch locally
• Try to commit files with eslint errors
