What does this PR do?
Adds a new entry for a simple "Hello World" smart contract tutorial on Base, aimed at absolute beginners. This helps onboard more builders to the ecosystem!
Why is this valuable?
As a new contributor with no experience, I created this to lower the barrier for others starting out. It includes Remix deployment steps and Base-specific tips.
