This PR suggests to add a new section: Interoperability, for tools that enable cross-chain smart contract communication or automation on Base.
It includes Reactive Network, which is a fully on-chain, EVM-compatible, events-driven if-this-then-that network for decentralized automation of on-chain workflows through enabling reactivity between contracts deployed either on the same or different chains.
