- Add functions to process F71 history from Polaris - Add function to parse burnups from Polaris t16 file - Deal with power history contingencies in Polaris - Add a "polaris_uox_quick" demo to demonstrate and test Polaris model templating functionality
- Adds tests for burnup scraping from Polaris t16 files - Adds mocks for irradiation history scraping (Obiwan) from TRITON and Polaris-generated outputs, along with corresponding tests - Fixes minor Pytantic issues with TRITON templates

This implements basic support for Polaris-enabled templates, including parsing of Polaris-generated t16 files for obtaining the burnup history, as well as support for cascaded templates in order to evaluate sub-variants of an assembly design (e.g., different fuel cladding, etc. with the same base lattice).
