Added congestion inference to throughput tests based on this SIGCOMM paper in response to issue #18.
Polls TCP_INFO to obtain round trip time until first retransmit, and infers congestion based on the variation of RTT.
Provides four readings in the result protobuffer, either self caused congestion, externally caused congestion, no congestion (connection was too short lived for the link to have dropped any packets), or drops packets too soon and not enough data was gathered to infer.
