Added two goals for Conformance Added diversity goal Put ED Note on Accessibility Supported.
- resources.html is now background.html - page content updated
- move in content from index page. - add new content.
- update glossary. - move examples to correct page. - replace examples.html content
Examples was mis-named as Tests and a section that belonged in tests.html was in examples.html. I fixed the label and moved the Get Started section to tests.html
Remove intro and resource files. Add glossary. Update sections in each file. Update index file

This appears to be branched from and pick up on changes introduced in the ACT_Method_proposal branch. That makes the two branches harder to merge together into main cleanly. For that reason, and because it makes sense for template changes to be in the branch that makes the methods meet the new template, so I moved that content from #542 to here. Therefore, this branch should be merged prior to 542.
Each of the methods appear to have different levels of editing, with respect to file renames and deletions and content / structure updates. The restructuring needs to be completed prior to merging this branch.
