This adds an internal registry to kindev.
It's exposed at localhost:5000. It needs to be added as an insecure registry to docker though.
To pull pods from the internal registry localhost:5000 can also be used as the registry.
For helm charts via provider-helm the registry has to be set as registry.kube-system.svc.cluster.local:5000.
