This PR adds support to Wardroom for OpenStack images. I've included a base set of directions to get started in testing. Each OpenStack deployment is different so it's possible this will need to be tweaked for the likes of any potential consumers. I was able to get an image built and pushed to both a local OpenStack and an AWS OpenStack.
