Updated VTGate documentation to reflect that the
--legacy-replication-lag-algorithmflag is now deprecated with a new default value in v24. The flag reference now shows the DEPRECATED status, and the query load balancing guide includes a note explaining that v24 uses a simpler, more stable algorithm by default.
