Can you provide some more information about your PR?

I see you add $options['stream_context'] = $streamContext; does this give a different behavior than before? (I ask this to prevent BC breaks..)

No BC breaks, it only predefines the peer server name. Default the SoapClient guesses this name based on the hostname, which fails when using an outgoing proxy like Squid (peer server name != proxy hostname).
