Removing duplicated role: usegalaxy_eu.handy.os_setup

One file creates the GPU VGCN image, and the other creates the non-GPU VGCN image. Not redundant or duplicated.

Sorry, I should have been more explicit earlier.

On both playbooks, there are two calls to the role usegalaxy_eu.handy.os_setup. This PR is removing the last one.

Is this intended?

Sorry, my bad. The second one is used explicitly to enable this task enable_ansible_root_cron from the role. I will have to look into the role and the task to see what it does and whether we can have the invoke the respective task in the 1st instance itself and remove the duplicacy.
