File name should correspond to (provide 't2t-mode). There were errors that I have corrected, and included properly the license compatible with GNU Emacs. Now the package can be installed by standard way such as M-x package-install-file or M-x package-install-from-buffer The function t2t-mode will be auto loaded and thus available to other packages. I am recommending that author offers this package to GNU ELPA. Feel free to write to emacs-devel@gnu.org or subscribe to Emacs Development mailing list here: https://lists.gnu.org/

I have made corrections to code, and used M-x checkdoc-current-buffer to clean whatever there was. Package is now ready for standard installation by Emacs: M-x package-install-file or M-x package-install-from-buffer
I recommend that author offers the package to GNU Emacs ELPA on Emacs Devel mailing list that it may contribute to many other people. On my side I have developed website revision system that uses txt2tags among many other lightweight markup languages and I have to have clean package that is directly installed into ~/.emacs.d/elpa/
