- Update tclparser TEA tclconfig/* files from 3.2 to 3.9.
- make tclparser "make distclean" also delete the autom4te.cache directory.
- regenerate configure script
- create a .gitignore to tell git to ignore stuff like config.log, config.status, Makefile, pkgIndex.tcl, etc.
- remove CVS cruft from tclparser.
TSP_Util_string_compare_const was called before it was used without being forward-declared. This puts the definition before its first use.
