This currently only prints the version, but it establishes `click` and will be a useful test case for deploying topsim.

Address #50 and move to a
pyproject.tomlfile.I've also setup a basic CLI to start testing that approach in the future. Currently it only has a
versionoption, but it establishes the entry point etc. for an installed version of TopSim.
