This PR adds support for multiphase monitoring via MQTT. It allows users to configure multiple topics or multiple JSON paths for a single topic (or a mix) to capture power readings for 3 phases. It is backwards compatible with existing single-phase configurations. It also fixes a circular dependency issue in the configuration loading module.
