Rename ISO7186-3 to ISO7816-3

This was a typo when originally adding this biblio entry. The corresponding usage in a specification is fixed in WICG/web-smart-card#49.

@tobie, I could add an alias to preserve the old reference but since it is incorrect that doesn't seem like the right solution. What would you suggest?

I agree that adding an alias seems wrong. An alternative would be to make ISO7186-3 an alias of a new ISO7186 entry that would target the actual ISO7186 standard (granted, we probably won't ever need to add a reference to a standard about "Ductile iron products for sewerage applications", but that would at least preserve entries).

Good idea. Added an entry for the real ISO7186-3.
