Refactor contactFormUtils to address identified bugs and improve robustness.

Corrects several potential runtime errors, logical inconsistencies, and dead code paths in form validation, country/state selection, and HTML sanitization. This includes fixing currentLocale usage, handling defaultCountry and countryList access, resolving error key mismatches, and ensuring proper initialization of form state.
