This PR is cherry-pick of PR #12 #14 #16
Actually, #16 is a revert PR of #14, so this PR is identical to #12
In #14, the QoS of the load node service was changed from the default QoS to
keep_all().In the Jazzy branch, however, it has already been changed to
keep_last(200)ros2#2363 , so this cherry-pick does not include that change.This PR must be merged with tier4/launch_ros#43
