This adds a simple unit test to check if we can actually run the L5PC cell. The C++ code is yet untested as that doesn't compile yet. Also no numerical validation is performed yet.
Also seems like all #35 commits got included.. first we need to merge #35 anyway then I'll find a way to remove those from the PR
