Avoids cross-drive copies when symstore and other tools use %TEMP% (defaults to C:\Users\runner\AppData\Local\Temp) while build artifacts live on D:\.
Drop TEMP-to-D-drive redirect and all [diag] timing/process steps to get a clean baseline for C: drive TEMP timing comparison.
If swift is not on PATH after install, log running processes (to catch lingering msiexec/installer), wait 10s, re-read PATH from registry, and retry 3 times. Fails regardless so the job is easy to find in the run.
The Swift installer is a WiX Burn bundle, not a raw MSI. The /lv*x flag was silently ignored. Use /log to get the actual Burn log. Also upload SwiftToolKit_*.log as fallback (Burn's default log).
