I tested frame_change_pre vs frame_change_post and I saw that post updates with the correct frames data but does not visual update so it appears as if it is lagging but the shape key data is correct. Resetting the shape keys mute setting to itself forces it to visually update. Tested it in 2.78 with an object deformed by an armature.
