Adds support for references between settings.
It uses the standard mechanism for values with fallback to the default column.
e.g.
ArchiveFolder = ${ArchiveDrive}Archive
ProductArchiveFolder = ${ArchiveFolder}${ProductCode}
ArchiveDrive = ${DefaultDataDrive}
DefaultDataDrive = F:
ProductCode = EXA001
