I'm providing some more context for this pull request.

I encountered a resource creation failure when using the allow_cross_org_vpcs and allow_all_service_agent_access parameters with the Terraform Google Provider (TPG) at version 6.37.0 After checking the official changelog, I found that support for these parameters was not added until version 6.42.0.

This PR updates the required provider version to >= 6.42.0 to ensure users can successfully apply the new configurations without errors.
