Since we've reverted the 3.12 support PR from earlier today, can we also address #71 while we're doing this update? We're upgrading pyarrow anyway, may as well update past the CVE. |

Builds and publishes Python wheels for Python 3.12
Also bumps PyArrow version to pyarrow>=14,<22 for python>=3.11
