feat: add Delx to the MPP service directory

Summary

• add Delx as a first-party MPP service at https://api.delx.ai
• include free onboarding endpoints plus the 35 paid REST routes already live in production
• regenerate the service discovery artifacts and public/services/llms.txt

• agent recovery artifacts for controllers and incident handoff
• website intelligence and domain trust utilities
• x402 and MPP server probing and listing-readiness audits
