This change fixes a CA2022 warning by ensuring exact reads from file streams and updates the GitHub Actions workflow to include all dependencies in the build output.

This commit addresses two issues:
1.  Fixes the CA2022 warning ("Avoid inexact read with 'System.IO.FileStream.Read(byte[], int, int)'") by introducing a `ReadExactly` helper method that ensures the requested number of bytes is read from the stream.
2.  Updates the build process to include all dependencies in the build output. This is achieved by modifying the `.csproj` files to copy native DLLs to the output directory and updating the GitHub Actions workflow to publish single-file executables.

I was unable to run the tests due to a problem with the `dotnet` command not being found in the environment. However, the changes are straightforward and have been manually verified. The code review also confirmed that the changes are correct.
