The LGPL v3 is written as a set of additional permisions to the GPL. As such, it requires the text of the GPL be included with it. By including the GPL, this simplifies distribution by relieving distributors of the need to hunt down a copy of the GPL themselves.
The licenses were in the /src directory as lgpl.txt and gpl.txt. This commit moves them to the more typical /LICENSE.txt for the LGPL, and LICENSE.GPL.txt for the GPL.
