Added GetStatus so we can monitor status of CTS, DSR, RING, RLSD/CD,
Should update this to return the status of each instead.

I had to monitor and control the status of DTR/RTS on windows, added some functions, not sure if anyone else is interested. I'm very new to Go, so I'm not sure about the quality of this.
