Feat/sealed bid auction/only accept prices from connected solvers

Description

Only considers prices from authenticated solvers when running an auction

Motivation and Context

We need it because if solver disconnected (for whatever reason, could be a temporary connectivity issue) and we'd still consider his prices for auctioning, we have a risk of using his prices, running and auction and notifying solver on a topic.

In such case, since solver is not connected - he would never learn he won auction and would never solve it.

After this change, solver's prices will be considered as soon as he reconnects and is therefore able to receive notification about won auction.
