This commit resolves a potential runtime error by adding the missing `python-telegram-bot` dependency to `pyproject.toml`. It also removes the redundant `requirements.txt` file to establish `pyproject.toml` as the single source of truth for project dependencies. This prevents inconsistencies and ensures that Vercel installs the correct packages during the build process.
