This commit resolves a potential runtime error by adding the missing python-telegram-bot dependency to pyproject.toml.

It also removes the redundant requirements.txt file to establish pyproject.toml as the single source of truth for project dependencies. This prevents inconsistencies and ensures that Vercel installs the correct packages during the build process.
