Feature/ab#1818 release updated sae helm chart

Description

• Add position-source
• Remove geo-merger
• Add github release action
• Update all component versions (and config formats) for helm chart and compose setup
• Add detection-aggregator
• Add gpsd-sidecar

Important: This breaks the config, i.e. must be released as a new major version
